Job evaluation is a serious professional discipline, built over decades by people solving real problems.

Understanding how it developed explains why the approaches available today look the way they do — and why the arrival of a new one is a continuation of the discipline rather than a rejection of it.

Evalio's position on this is deliberate and worth stating plainly. The established global methodologies built a rigorous and valuable discipline. Different methodologies addressed different organisational needs and different periods of workforce development, and they remain in active, competent use. What has continued to change is the nature of organisations, work, accountability, stakeholders, technology, and the decisions leaders are asked to defend. Evalio addresses that present decision environment through its own methodology, domain architecture, evidence model, and governance — developed independently.

Five eras, each answering a pressure the last one left open.

No era replaced the discipline that preceded it. Each added a requirement that organisations could no longer avoid, and the requirements accumulated.

Job evaluation developed cumulatively. Classification first attached pay to the job rather than to individual negotiation. Point-factor evaluation then made relative job size assessable and comparable across different kinds of work. Equal-value legislation gave evaluation an evidentiary burden, so documentation and consistency became part of the method. Globalisation produced levelling frameworks that hold one architecture across many countries. The present environment — matrix and platform operating models, influence without authority, and consequences that are fast and hard to reverse — makes evidence quality, stakeholder complexity, reversibility, and governance of the decision record explicit concerns. Each era answered a pressure the previous one left open; none replaced the discipline that preceded it.

  1. Early industrial era

    From bargaining to classification

    The pressure
    Pay was set job by job through negotiation, custom, and the judgment of whoever held authority. As organisations grew, the same work attracted materially different pay for reasons nobody could explain or defend.
    What the discipline developed
    Employers began grouping work into classes with written descriptions, so that pay attached to the job rather than to the individual negotiation. Classification made pay explainable for the first time.
    What remained open
    Classification could say which class a job belonged to, but not by how much one class exceeded another, and not why.
  2. Mid-twentieth century

    The point-factor breakthrough

    The pressure
    Organisations needed to compare genuinely different work — a plant supervisor against a laboratory chemist — on a common basis, and to defend the comparison to unions, regulators, and courts.
    What the discipline developed
    Job evaluation became a structured analytical discipline. Work was decomposed into factors that could be assessed separately and then combined, producing a relative size for each job and an ordering that could be examined and challenged.
    What remained open
    The method's rigour depended entirely on the quality of the role evidence fed into it, and on consistent application by trained evaluators.
  3. Equal-value era

    Evaluation becomes a legal instrument

    The pressure
    Equal-pay and equal-value legislation across many jurisdictions required employers to demonstrate that work of equal value was paid equally, and to show their reasoning.
    What the discipline developed
    Job evaluation acquired an evidentiary burden. Analytical, consistently applied, and documented schemes became the accepted way to demonstrate that pay differences reflected job demands rather than characteristics of the people doing the work.
    What remained open
    Defensibility now depended on the audit trail as much as on the method — on being able to reconstruct, later, why a job was sized as it was.
  4. Globalisation era

    One architecture across many countries

    The pressure
    Multinational organisations operated the same functions in dozens of countries with incompatible local grade structures, and needed both global comparability and local market relevance.
    What the discipline developed
    Global levelling and job-architecture frameworks emerged, connecting evaluation to job families, career structures, and international remuneration-survey data. Evaluation became the coordinate system for reward and career architecture, not just a pay input.
    What remained open
    Global consistency and local calibration pull against each other, and reconciling them remains a matter of professional judgment.
  5. Present decision environment

    Work stops matching the org chart

    The pressure
    Matrix reporting, platform and product operating models, hybrid and distributed teams, cross-functional accountability, and roles whose influence far exceeds their formal authority. Meanwhile the consequences of a workforce decision — regulatory, reputational, and financial — became faster and harder to reverse.
    What the discipline developed
    Evidence quality, stakeholder complexity, decision reversibility, calibration, and the governance of the decision record moved from background assumptions to explicit concerns. Software and, more recently, AI began supporting analysis, with human review retained as the point of accountability.
    What remained open
    This is the environment Evalio was built for, and the one every established provider is also adapting to.

A structured point-factor method for understanding the relative size and shape of jobs, and one of the most widely applied job-evaluation methods in the world.

It remains a rigorous and widely trusted method, deeply embedded in large organisations and in public-sector classification systems, and it continues to be applied to contemporary work.

Global Grading System and Career Map

Proprietary job-levelling approaches supporting global job levelling and enterprise job architecture, usable separately, in combination, or as the baseline for a bespoke levelling framework.

Factor structure

Evalio does not publish a factor list for this provider. No current first-party source was verified, and publishing an unverified list would misrepresent another organisation's methodology. The approach is described here by purpose and application only.

What Evalio does not reproduce

Evalio describes WTW at purpose level only. It does not publish a WTW factor list, grade range, or band count, and does not treat the Global Grading System, Career Map, survey levels, and historical Towers Watson terminology as interchangeable.

Mercer

International Position Evaluation (IPE)

A global job-evaluation and classification methodology built on business-related factors and dimensions, used to size roles consistently across countries and to underpin job architecture.

What Evalio does not reproduce

Mercer's scoring mechanics, factor weightings, and point structures are protected intellectual property. Evalio does not disclose or approximate them. Mercer additionally describes twelve underlying dimensions beneath these five factors; Evalio states that fact without reproducing the dimension mechanics.
